If a project includes the acquisition (purchase or contracted development) of software, the V&V Plan must include tasks to address the acquisition and integration of that software into the environment.
The software acquisition process begins by defining a statement of need, and continues with the preparation and issuance of a request for proposal, selection of a supplier, and management of the acquisition process through the acceptance of the system.
The V&V manager uses the acquisition process to scope the V&V effort, plan interfaces with the supplier and acquirer, and review the draft systems requirements contained in the request for proposal.
